Valerie Lubrano is a Manager in the Government and Public Sector Advisory Services practice at Ernst & Young LLP. She has over 12 years of experience in the public, private, and nonprofit sectors, including 4 years transforming Enterprise Risk Management (ERM) capabilities in the federal government. Ms. Lubrano specializes in supporting early-stage federal agencies develop ERM disciplines aligned to OMB Circular A-123 and other guiding documents. She leads the ERM Small Agency Community of Practice for the Association for Federal Enterprise Risk Management (AFERM) to support the implementation and development activities for ERM practitioners across government.
Ms. Lubrano has the Associate in Risk Management (ARM) designation from The Institutes. She holds a Master’s degree in Business Administration (MBA) from the Robert H. Smith School of Business, and a Master’s degree in Public Policy (MPP) with specialization in International Security and Economic Policy from the School of Public Policy, both at the University of Maryland, College Park. Valerie received her Bachelor of Science degree in Mathematics and Finance from Northeastern University in Boston, Massachusetts. She currently resides in Washington, D.C.
