Mr. Grams is a Managing Director at Deloitte and Touche, LLP, leading the Federal Enterprise Risk Management (ERM) practice. He is a former leader in the Federal government, with over 20 years’ experience at the senior executive level.
Mr. Grams helped lead the stand up of ERM programs at the Department of Veterans Affairs and the Internal Revenue Service and is the Past-President of the Association for Federal Enterprise Risk Management. He is a sought-after thought leader in ERM and writes and speaks regularly on the topic.
He served in a broad range of CXO positions, including Chief Financial Officer, Chief Information Officer, Chief of Staff, Performance Improvement Officer, and Executive in Charge of Management. He held these positions at the Office of Management and Budget, Department of Veterans Affairs, Veterans Health Administration, Internal Revenue Service, National Institute of Standards and Technology and Bureau of the Census.
His leadership accomplishments as a Federal executive have been recognized with a variety of top awards including: two Presidential Rank Awards for Distinguished Service, one Presidential Rank Award for Meritorious Service, the first-ever Service to America Medal for Management Excellence, and selection by CFO Publishing as one of the top CFOs in the country. He is also a Senior Advisor to Government Executives at the Partnership for Public Service and a Fellow in the National Academy of Public Administration.
