Stephan Kaser is the accreditation manager for the HHS Assistant Secretary for Preparedness and Response’s (ASPR) Emergency Management Accreditation Program (EMAP). He has been with ASPR since 2011. He is responsible for the organizations EMAP accreditation preparation to include the development and implementation of an operational risk management program.
A graduate of The Citadel, Stephan is a retired U. S. Army officer where he specialized in medical planning and operations and earned a graduate degree in Health Services Management. He served with the 3rd Infantry Division, the Army Medical Center and School, the Joint Readiness Training Center, USNORTHCOM, Department of the Army Staff, Walter Reed Army Medical Center, and Fort Detrick. His positions ranged from commander to instructor; as well as numerous emergency management related positions such as Joint Regional Medical Planner, installation emergency manager, and the director of various operations centers requiring significant risk assessment and planning. After his retirement, and prior to coming to ASPR; Stephan managed the daily activities of the First Army Division East operations center at Fort George G. Meade, MD.
Stephan is a certified Project Management Professional (PMP).
