Mr. Vineyard is a Partner at 11th Hour Service’s Public Sector Practice. Mr. Vineyard is a Senior Leader, an educator, and a published author in the Enterprise Risk Management and Financial Management fields of practice and is active in the risk and financial management communities having held multiple positions with the Risk Management Society (RIMS), Association for Federal Enterprise Risk Management (AFERM), Association of Government Accountants (AGA), and Financial Accounting Standards Advisory Board (FASAB). He not only serves as the Managing Director of the Public Sector Practice, but also serves as the firm-wide lead on all enterprise risk management, financial management, and analytics & automation market offerings.
The focus of Mr. Vineyard’s experience has been in establishing, maturing, and improving Federal risk management programs. This includes extensive experience concentrated in Federal Enterprise Risk Management (ERM) program development; financial statement and performance audits; audit readiness; Office of Management and Budget (OMB) Circular A-123 assessments for Appendices A, B, C, and D; corrective action planning; policy development; workforce development; business process improvement; and financial management advisory experience with everything from small, single office to large, complex, and decentralized agencies in the Federal Government agencies.
