Ms. Jing Williams is the Division Director of the Department of Systems Policy and Compliance (DSPC) with the HHS Assistant Secretary for Financial Resources, Office of Finance. She manages the HHS Financial Systems Policy and Compliance program that provides HHS financial systems policy and guidance; security and internal controls oversight; and audit response and remediation. Since 2015, Jing has led a Departmental collaboration effort with CFO, CIO and CISO communities to mature the HHS financial systems controls environment and reduce risk. As a result, HHS successfully downgraded the long-standing IT Material Weakness in FY2018 and continues to increase risk management capabilities of the financial systems supporting over 300 HHS programs with $2.4 trillion in budgetary resources in FY2020. Prior to HHS, Jing served at federal agencies including OMB, SBA, DHS, DOI, and DOC supporting IT investment portfolio management; emerging technologies; and systems modernization.
Jing graduated from the College of William and Mary’s MBA program in 2000. She is a Certified Government Financial Manager (CGFM); Project Management Professional (PMP); and Certified Information Security Manager (CISM).
