The Honorable Doug Webster is a retired Air Force officer with a subsequent quarter century working both in and consulting to the federal government. He has served as Director of Government-to-Government Risk Management at the USAID and Deputy Director of the DoD Business Transformation Agency. As a Senate-confirmed Presidential appointee, he has served as CFO of both the Department of Labor and the Department of Education.
His federal ERM leadership began in 2008 when, as the CFO of the Department of Labor, he convened the first ever cross-agency meeting of federal executives interested in ERM. He led that group to the founding of the Association for Federal Enterprise Risk Management (AFERM) in 2011, and served two terms as the association’s first president. He currently serves as the AFERM Treasurer.
Dr. Webster has co-authored or co-edited four books. In the 2014 book Managing Risk and Performance: A Guide for Government Decision Makers, he offered several recommendations, including for OMB to include ERM in A-11. OMB did include ERM in A-11 later that year.
He is an elected Fellow of the National Academy of Public Administration, and developed and taught the inaugural GWU ERM course. His latest book, Value-Based Management in Government, was published by Wiley in January, 2020.
