Debra Elkins, Ph.D., serves as the Director of the Enterprise Risk Management (ERM) Team in the Office of the Assistant Secretary for Financial Resources / Office of Finance (ASFR / Finance) at the U.S. Department of Health and Human Services (HHS). Prior to joining HHS, Debra worked at the U.S. Department of Homeland Security (DHS), Allstate Insurance Corporation, and General Motors Corporation, in a variety of strategic risk and decision analysis roles. Debra received her B.S. in Mathematical Physics from Sweet Briar College in Virginia, and her Ph.D. in Industrial Engineering – Operations Research from Texas A&M University.
