Bernard Jenkins has been with the Federal government for over 27 years in both the military and civilian sectors. Since January 2016, he has served as the Director of Business Operations for the Office of Finance at the U.S. Department of Health and Human Services (HHS). In this role, Bernard has overall responsibility for all major operational functional areas, including budget, human resources, acquisitions, IT, and space management ensuring organizational efficiency and effectiveness. Prior to joining the Office of Finance, Bernard spent his entire career in the Human Resources area, holding various management positions, including serving as the Deputy Director of the HHS National Capital Region, Human Resources Center and Director of Human Resources at the U.S. Department of Homeland Security, Office of Inspector General.
Bernard is a U.S. Army Veteran and a graduate of OPM’s Federal Executive Institute. Bernard received a Bachelor of Science degree in Psychology from Howard University and holds a Master of Science degree in Management (Human Resources) from the University of Maryland University College.
