Dr. Bridges’ career has spanned over 24 years after serving with U.S. Marine Corps and retiring from a wide variety of assignments and positions since 1975, but none more notable than being appointed as a Federal On-Scene Coordinator (FOSC). Upon entering federal service during 1996, Dr. Bridges progressed through numerous positions - district, area, and headquarters within the United States Postal Service and was appointed to the Postal Career Executive Service (PCES) during 2001. His initial assignment during 2001 was to create, develop and populate the U.S. Postal Service’s first emergency management organization with his appointment as Director, Incident Management, which culminated in his appointment as Incident Commander for the world’s largest anthrax response and remediation effort from 2001 through 2004. During 2003, he received his appointment as Executive Director, National Preparedness and Homeland Security within the U.S. Postal Inspection Service, concluding government service as Assistant Administrator, Federal Emergency Management Agency through 2010. Bridges executed processes for contracting, internal controls, performance management requirements, capabilities, strategic planning, and risk assessment strategies for improving emergency preparedness continuity plans and concepts within a law enforcement division as a Certified Lean & Six Sigma Master Black Belt (CLSSMBB). Bridges led the Emergency Response Group and Co-Chair of the Enterprise Risk Management Council, a senior official for emergency management, and agency representative to the U.S. Domestic Readiness Group, Government Coordinating Council, and National Response Team. Dr. Bridges is presently the lead technical expert to create a national voluntary standard (guide) for the federal and private-sector workforce to enrich enterprise risk management understanding and conformity. The new standard is titled: New Guide for Enterprise Risk Management and Resilience Integration. Next year, it should be published through ASTM International - one of the largest voluntary standards developing organizations globally. As a former professor, a practitioner of Quality Management System (QMS), and a past member of the Chairman’s Advisory Group (CAG) for U.S. Technical Advisory Group for the International Organization for Standardization (ISO), he remains a champion for Standards and conformity assessments methodologies. He remains an active member supporting the American National Standards Institute (ANSI) and American Society for Testing and Materials (ASTM) Standards for Risk Management that administers and coordinates U.S. voluntary standards and conformity assessment systems.
