Melissa Reynard serves as the IRS Enterprise Risk Management (ERM) Director. She leads day-to-day operation of the agency’s ERM program enabling the identification, prioritization, evaluation, and mitigation of top risks to achieving the IRS mission. Prior to accepting the ERM Director position, Melissa served as Senior Risk Advisor with the Office of the Chief Risk Officer. She worked with a small team in 2014 to establish the IRS ERM Program and has since worked to mature the ERM program at the IRS. Melissa serves on a number of ERM advisory councils including the Organization for Economic Cooperation and Development Forum on Tax Administration’s ERM Advisory Group and the RIMS Strategic ERM Advisory Group. Melissa has been with the IRS since 1984 and spent the early part of her career in service delivery in various positions. In addition, Melissa participated in a range of task forces including the Taxpayer Assistance Blueprint and the Return Preparer Project developing strategic initiatives to enhance tax administration.
Melissa was named the Association for Federal Enterprise Risk Management’s ERM Professional of the year in 2021, and the IRS ERM program won the RIMS ERM Global Award of Distinction in 2021. Melissa earned her B.A. Degree in Business Administration from Towson University and is a RIMS Certified Risk Management Professional, also maintaining the federal micro-credential, RIMS CRMP-FED.
