This DoD guide describes strategies and processes for risk, issue, and opportunity (RIO) management that programs should begin early in program development and apply continuously throughout the acquisition life cycle. Each program should tailor the practices and not get bogged down in unnecessary or excess process formality that doesn’t add value. Early identification of the program’s key uncertainties and challenges can inform decisions on the basic program structure and the activities needed to enable successful and efficient delivery of the intended product.
