Session 4A: Embedding ERM in Federal Agencies’ Capital Budgeting to Strengthen Organizational Agility
Over the past few years, it has become evident that federal agencies are, and will continue to be, operating in a more turbulent and unpredictable environment. In this new environment, investing in organizational resilience, where agencies can meet their objectives under a wide range of risk scenarios, should become a key priority for their planning and budgeting processes.
Federal agencies assess their investments using Benefit-Cost Analysis methods outlined in Circular A-4 of the Office of Management and Budget (OMB) since 2003. In the recently proposed updated draft of Circular A-4, OMB is introducing Real Options as a new cost-benefit methodology. Like every innovation, Real Options will pose initial implementation challenges, but at the same time, it will create significant new opportunities to analyze and assess the value of resilience and adaptation-related projects.
The presentation will briefly introduce the concept of Real Options and their potential use for incorporating ERM principles into the capital budgeting process of federal agencies. The descriptions will be non-technical and will be accompanied by actual implementations of real options cost-benefit valuations by other governments and the private sector

Session 5B: The FDIC's ERM Journey
An overview of how the FDIC re-established its ERM program in 2019, grew the program, and is establishing its niche. At the FDIC, we grew from a 2-person ERM team focused on putting together the nuts and bolts of ERM to a 7-person team by taking on risk programs (Model Risk Management, Supply Chain Risk Management and the FDIC’s Insurance program), partnering with divisions to solve problems, and taking on special projects requested by FDIC’s Board of Directors and Chairman.

A continuous learning environment, coupled with leadership support can lay the foundation for a successful ERM culture within federal government agencies.

The group will also give their insights on the importance of training programs in fostering an ERM culture shift and developing a common language within their organizations. Session 7B: Overcoming Obstacles: The ERM Journey at the IRS
As every ERM practitioner knows, it’s not always smooth sailing when setting up an ERM program. There are bound to be some waves along the way, but those waves don’t have to sink the ship! Moderated by Caren Toomer, the current IRS ERM Director, Tom Brandt, IRS CRO (2014-2022) and Melissa Reynard (Sr Risk Advisor 2014-2020/ERM Director 2020-2023) will share specific examples of some of the bumps they encountered from implementation of the IRS ERM program in 2014 to date as the program has matured over time. We plan a frank open discussion about the challenges and obstacles encountered and how we navigated through and around them. In addition, we plan to share lessons learned, particularly those from an ERM leadership perspective.

Session 7C: ERM and Internal Controls Integration
DoD is making substantial progress implementing new Department-wide ERM program focused on identifying and managing risks to the Department’s strategic priorities and performance objectives. This effort includes collaborating with DoD’s Office of the Undersecretary of Defense (Comptroller) and more than 60 DoD Components to design and implement new Internal Controls over Reporting for Operations (ICOR-O) capabilities that complement the Department’s existing Internal Controls over Financial Reporting (ICOFR) process. In this session, Dr. Rubino-Hallman and Mr. Jamal Bouaichi will share the value proposition and lessons learned from their experience integrating new ERM and ICOR-O capabilities with existing ICOFR and Statement of Assurance (SOA) processes, as well as offer guidance to other Federal agencies that are working toward establishing an Integrated Risk Management (IRM) capability.
